This paper considered the specifics of the existence of such processes as privatization and personalization of power in the conditions of the modern world. Special attention was paid to the analysis of traditional forms of domination, such as patrimonialism (as a special case - cult of the leader), patriarchalism, gerontocracy. Various theories of state development were also considered, mostly the concept of "the state as a stationary bandit". A separate place in the work was devoted to the study of the institutionalization of pre-state practices of power control for the legitimization of the state order even in conditions of complete democratization
